Scholarships are the main reason many Indian students look at Russia. The biggest one is the Russian government scholarship, but it is not the only route. This guide explains the types of study in Russia scholarship available, who can apply, what they usually cover and how to avoid common traps.

The government scholarship is the largest and best-known. For the 2026-27 cycle, an official public notice shared through the University Grants Commission described it as open to Indian students at bachelor's, specialist, master's and PhD level. Who is eligible?

  • Indian citizens with the academic qualification required for the level they are applying to (for example Class 12 for a bachelor's degree or a bachelor's degree for a master's)
  • Applicants who have not previously studied in Russia on a government quota place
  • Students whose chosen programme is offered under the scholarship at a participating university
  • For medicine, Indian students who also meet NMC rules, including NEET qualification, if they plan to practise in India

Russian language is not required to apply for the government scholarship. If you do not speak Russian, the application lets you select that you need to learn it, and you then study Russian for one year before starting your programme.

How to apply

  1. Register on education-in-russia.com, the official portal named in the Indian government notice. The notice says applications cannot be submitted any other way.
  2. Complete the form and upload your documents, with translations where required.
  3. Choose up to six universities in order of preference.
  4. Wait for the first-stage document check, which for 2026-27 ended on 15 January.
  5. If shortlisted, the second stage allocates you to a university and moves you to the invitation and visa steps.

What scholarships do not cover

Even a full tuition waiver leaves other costs. You still need to budget for living expenses, a flight, health insurance, documents and medical tests. Any stipend is modest. Read our cost guide to plan realistically.

Scholarship scams to avoid

  • Anyone who says you can pay for a guaranteed scholarship seat
  • Websites that look like the official portal but use a different address
  • Requests to send money to a personal bank or wallet account
  • Pressure to decide today or pay a non-refundable "processing" fee
Scholarship rules, quotas and deadlines change each year. Confirm the current cycle on the official portal and in notices from the Ministry of Education or UGC.
